⑴ Official in charge of disbursement of the procuring entity : OKUGAWA Yoichi, Director, Accounts Division, General Affairs Department, House of Representatives
⑵ Classification of the products to be procured : 26
⑶ Nature and quantity of the products to be required : Electricity for the House of Representatives in the National Diet Building, contract as designated in the tender document and the estimated electricity as designated in the tender document
⑷ Delivery period : From 1 August 2022-31 July 2023
⑸ Delivery place : As designated in the tender document
⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender shall be those who :
① do not come under Article 70 of the Cabinet Order on the Budget, Auditing and Accounting ; this stipulation is waived for minors or other persons under the supervision of a guardian or assistant, provided that they have the supervising person's consent to enter into a contract ;
② do not come under Article 71 of the Cabinet Order on the Budget, Auditing and Accounting ;
③ are classified as Grade A, B or C in "Selling of product" in terms of the qualification for participating in tenders laid down by the House of Representatives (Single qualification for every ministry and agency) in the Kanto Koshinetsu Area for the purpose of procurement in fiscal 2022, 2023 and 2024 ;
④ have not had their designated contractor status suspended by the House of Representatives ;
⑤ have obtained registration of the electricity retail business in accordance with Article 2-2 of the Electricity Business Act ; and
⑥ meet the qualification requirements stated in the tender document from the viewpoint of considering carbon dioxide reduction ; this is the qualification to participate in tendering mandated by the official in charge of disbursement of the procuring entity in accordance with Article 73 of the Cabinet Order
