The subject of the agreement is the accommodation service of the information systems of the Estonian Unemployment Insurance Fund, the central technologies of which are the Kubernetes cluster and the PostgreSQL data cluster. In addition to the technology, their administration service is procured. The period of the work agreement shall be 72 calendar months from the conclusion of the work agreement or until the estimated maximum value of the work agreement is reached, whichever comes first. The period of the work agreement is justified by the specific nature of the subject of the agreement. The Contracting Authority considers that the 72-month work contract ensures the best and most efficient use of the Contracting Authority's funds and promotes competition in the market. Dozens of information systems are involved in the work contract, and the investments related to the relocation of information systems involve high technical complexity and very high financial and time costs for both the contracting authority and the contract partner.
