⑹ Qualification for participating in the tendering procedures : Suppliers who shall :

① not come under Article 70 of the Cabinet Order on Budgets, the Settlement of Accounts, and Accounting. Furthermore, minors, person under Conservatorship or person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of "special grounds for doing so" reasons within the article.

② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③ have grade "A or B offer of services etc" in the Kanto-Koshinetsu Area in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.

④ not being suspended from transaction by the request of the officials in charge of contact.

⑤ meet the requirements specified in Sp-ecification No. 8, "Matters concerning tender participation qualifications".

⑥ The applicant must be a person who has inspected the materials specified in 9-4 of the specifications.
