BIDS AND AWARDS COMMITTEE – NEW BSP COMPLEX
REQUEST FOR OF INTEREST
1. The Bangko Sentral ng Pilipinas (BSP), through its Bids and Awards Committee – New BSP Complex (BAC-NBC), invites bidders to apply for eligibility and to bid for -
Name of Requirement/ Brief Deion: One (1) Lot – Construction Management Consultancy Services for the Semi and Non-Restricted Zones of the BSP Complex at New Clark City, as per BSP Terms of Reference
Approved Budget for the Contract: Php121,436,000.00, inclusive of all applicable taxes
(Bids exceeding the above amount shall be automatically rejected at bid opening of the financial proposal.)
Project Identification No. (PIN): BAC-NBC CS No. 2022-0004 dated 01 March 2022
Funding Source BSP Corporate Fund: Approved Budget of the New Clark City Program Management Office (NCC-PMO) for Y2022 (for the 1st year); Budget for Subsequent Years covered by approved Multi-Year Contracting Authority.
Contract/Project Period: The project shall be completed within a period of one thousand one hundred eighty (1,180) calendar days from the date stipulated in the Notice to Proceed to be issued by NCC-PMO.
2. The proposed Project covers the development of 213,171 square meters of land for the construction of the Semi and Non Restricted Zones which will house the new BSP Office building, the BSP Data Centers, Command Center, Museum, Academic buildings, Health and Wellness Center, Commercial Stalls and Auxiliary Buildings. The Project shall include a water feature and number of greeneries to provide a comfortable, relaxing, and healthy community atmosphere for BSP employees, visitors, and other stakeholders. Such an environment may contribute in boosting work capacity and morale. Moreover, the NCC facilities will promote a favorable corporate image for BSP. The entire BSP Complex in New Clark City is 313,171 square meters. Excluded from the Project is the 10-hectare land area classified as the Restricted Zone.
3. The BSP now calls for the submission of eligibility documents for the project. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations of Rep. Act No. 9184 (2016 Revised IRR).
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. The BAC-NBC shall draw up the shortlist of consultants from those who have submitted eligibility documents and have been determined as eligible in accordance with the provisions of the 2016 Revised IRR. Only the top five (5) ranking consultants meeting the minimum score of eighty (80) points shall be included in the shortlist and will be end to submit bids. The criteria and rating system to be used for shortlisting are:

5.: The following schedule of activities shall be observed:

a. Issuance of Eligibility Requirements: Starting 08 March 2022 (from 9:00 A.M. to 2:00 P.M. only)
Hard copies of documents are no longer issued for the duration of community restrictions.
b. Pre-Eligibility Meeting: 11 March 2022, 9:30 A.M (PHILIPPINE TIME)
The Pre-eligibility Meeting shall be through online teleconferencing or videoconferencing using the Microsoft Teams platforms. Interested bidders are requested to submit their contact information and email addresses to be used for the videoconferencing to NewBSPComplex@bsp.gov.ph at least one (1) day before the conduct of activity for the sending of meeting invitation.
c. Deadline for Submission of Eligibility Documents: 18 March 2022, 9:30 A.M (PHILIPPINE TIME)
d. Opening of Eligibility Documents: 18 March 2022, 9:30 A.M (PHILIPPINE TIME)

Electronic bids not submitted to the official email address of
NewBSPComplex@bsp.gov.ph shall not be accepted.
Likewise, late bids shall not be accepted.
6. The BSP shall evaluate bids of the shortlisted consultants using the Quality-Cost d Evaluation procedure using the corresponding weights of 75% for the technical proposal and 25% for the financial proposal. The criteria for the evaluation of bids shall be provided in the Bidding Documents.
7. The eligibility and bidding documents are posted in the Philippine Government Electronic Procurement System (www.philgeps.gov.ph) and the BSP (www.bsp.gov.ph) websites, including BSP Microsite (https://www.bsp.gov.ph/sites/NewBSPComplex/SitePages/Home.aspx). Interested consultants/shortlisted consultants may download the eligibility and bidding documents from any of these websites. However, the shortlisted consultants shall pay a fee of Php50,000.00, by sending an email request to NewBSPComplex@bsp.gov.ph, not later than the submission of their bids.
8. The pre-eligibility meeting (Stage 1) shall be open to interested bidders, while the pre-bid conference (Stage 2) shall be open to shortlisted consultants. The conduct of the pre-eligibility meeting and the pre-bid conference shall be through videoconferencing using the Microsoft Teams platform. Interested bidders may send their questions or requests for clarification prior to scheduled date of pre-eligibility meeting through the e-mail address stated below.
9. All particulars and activities relative to Eligibility of Bidders, Bid Security, Performance Security, Pre-Bid Conference, Evaluation of Bids, Post-qualification and Award of Contract shall be governed by 2016 Revised IRR.
10. Prospective bidders can submit their bids manually or electronically, but cannot use both modes of submission, to preserve the integrity of the bid. For the procedures on submission of manual and electronic bids, refer to Annex “C”.
11. The BSP assumes no responsibility whatsoever to compensate or indemnify any bidder for expenses incurred in the preparation of bid.
12. The BSP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award in accordance with Section 41 of 2016 Revised IRR, without thereby incurring any liability to affected bidder or bidders.
