1. The Gov. Celestino Gallares Memorial Hospital, through MYCA NO. BMB-B-18-0000016-TRANCHE 3 GAA 2021 CO intends to apply the sum of SIXTY TWO MILLION SEVEN HUNDRED FIFTY FIVE THOUSAND PHILIPPINE PESOS ONLY (PhP62,755,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY, DELIVERY, INSTALLATION, TESTING, APPLICATIONS TRAINING AND COMMISSIONING OF VARIOUS MEDICAL EQUIPMENT under IB#2022-03-003. Bids received in excess of the ABC for the lot shall be automatically rejected at bid opening.

2. The Gov. Celestino Gallares Memorial Hospital now invites bids for the above caption package. Delivery of the Goods is required thirty (30) to sixty (60) calendar days upon receipt of Notice to Proceed. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding (Virtual Bidding in accordance of GPPB Resolution No. 09-2020) procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

5. A complete set of Bidding Documents may be acquired and downloaded by interested bidders from GCGMH Google Drive (gcgmh.bacinfra@gmail.com), on March 17 – 29, 2022 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Philippine Pesos Only (PhP50,000.00). 6. The Gov. Celestino Gallares Memorial Hospital will hold a Pre-Bid Conference on March 17, 2021 @ 9:30AM via video conferencing application – Cisco WEBEX at GCGMH, BAC Office, Miguel Parras St., Tagbilaran City.

7. Bids must be duly received by the BAC Secretariat through online or electronic submission as indicated below, on or before 29 March 2022, 9:29AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid Opening shall be on 29 March 2022, 9:30AM via video conferencing application – Cisco Webex Meetings at GCGMH, BAC Office, 0053 Miguel Parras St., Poblacion II, Tagbilaran City, 6300 Bohol. Bids will be open in the presence of the bidder’s representatives who choose to attend the activity.

10. Bidders are advised to comply the following:

a. Bidders must create a Google e-mail account (Gmail) enable to access and download the bidding documents.

b. Bidders must download and register an account for our official video conferencing application – Cisco Webex Meetings, which will be the platform for our virtual bidding.

c. Bidders must send a Letter of Intent or an e-mail to join the Pre-Bidding Conference with details containing the following:

• Company’s full name

• Name of the representative with contact number (cellphone number preferably)

• an account registered to our official video conferencing application – Cisco Webex Meetings.

d. On the scheduled conference days:

 Pre-Bidding Conference (Open to all Bidders):

A to join the virtual bidding through Cisco Webex Meetings will be sent to your email address once we receive your Letter of Intent before the scheduled date.

 Bid Opening of Eligibility/Technical and Financial Documents (Open to all bidders who bought the bidding documents):

e. Bidding Documents must be scanned and saved as PDF files. To ensure the security, integrity and confidentiality of the bids, submitted PDF files must be on archive format compression, preferably Winrar, and must be password protected. Only during the opening of the bidding documents shall the bidder provides the password to open the compressed PDF bidding document files to the BAC.

f. Uploading of Bidding Documents:

All electronic documents/files must be uploaded at GCGMH BAC Infra Google drive (gcgmh.bacinfra@gmail.com). The BAC Secretariat shall create a designated folder for each Bidder at GCGMH’s Google drive where the Eligibilty/Technical, and Financial documents are filed.

 Bid Opening of Eligibility/Technical and Financial Documents (Open to all bidders who bought the bidding documents):

The BAC Secretariat will give the to the bidder, enable to access the designated folder on GCGMH’s Google drive once payment for the bidding documents is confirmed and received.

g. All bidders must submit the signed Non-Disclosure Agreement that is included in downloaded documents.

h. The attendance of the bidders’ Information Technology personnel (IT) is required during all virtual conferences.

11. The Gov. Celestino Gallares Memorial Hospital reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
