1. The City of Victorias, through the existing DBP Loan Facility for the Fiscal Year 2022 intends to apply the sum of Three Hundred Fifty Million Pesos ( P 350,000,000.00), being the Approved Budget for the Contract ( ABC), to payments under the contract for VICT-EPS22-036 Bids received in excess of the ABC shall automatically rejected at Bid Opening.

2. The City of Victorias now invites bids for the design and construction of a 7,500 square meter two – storey building on the 25,000 square meter project site within Hacienda Loreto, Barangay XIII, Victorias City, Negros Occidental. Completion of the Works requires Seven Hundred Twenty ( 720 ) Calendar Days, with the Starting Date commencing from within the seven (7) calendar days upon the Contractor’s receipt of the Notice to Proceed. Bidders should have completed a contract similar to the Project. The Deion of an Eligible Bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary

“ pass/fail” criterion as specified in Annex “G”, Two – Step Bidding of the 2016 Implementing Rules and Regulations ( IRR ) of Republic Act 9184 ( RA 9184 ), otherwise known as “Government Procurement Reform Act.”

4. Bidding is restricted to Filipino Citizens / Sole Proprietorships, Cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. Interested Bidders may obtain further information from the City of Victorias and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m..

6. A complete set of Bidding Documents may be acquired by interested bidders on March 7-28, 2022 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos Only ( P 50,000.00).

7. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System ( PhilGEPS) and the website of the Procuring Entity if available provided the bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

8. The City of Victorias will hold a Pre – bid Conference on March 14, 2022, 9:00A.M. at the Office of the Bids and Awards Committee, Ground Floor Government Building Yap Quina Street, Victorias City Negros Occidental,Philippines which shall be open to prospective bidders.

9. Bids must be duly received by the BAC Secretariat at the Bid Opening Venue on March 28, 2022, 9:00a.m. All bids must be accompanied by a bid security in any of the acceptable forms as stipulated in the Terms of Reference ( TOR ) and in the amount stated in ITB Clause 18.

10. Bid Opening shall be on March 28, 2022, 9:30a.m. at the Office of the Bids and Awards Committee Ground Floor Government Building Yap Quina Street, Victorias City, Negros Occidental. Bids will be opened in the presence of the bidders representatives who choose to attend the bid opening. Late bids shall not be accepted.

11. The City of Victorias reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
