(a) had carried out mechanical and electrical engineering services for mass rapid transit system or projects of similar scale and complexity; and
(b) are licensed by the Professional Engineers Board (PEB) to supply professional consultancy services.

CRITICAL CRITERIA :
This tender is open to tenderers who are registered with the Building and Construction Authority's Public Sector Panels of Consultants (PSPC) under Mechanical & Electrical discipline, Panel 1. For information on the PSPC, please refer to the BCA website at http://www1.bca.gov.sg.

SUBMISSION :
The 2-envelope bidding system in the Government Electronic-Business (GeBIZ) is adopted for this tender. It is mandatory for all tenderers to submit the (a) Tender Price, (b) Price Documents & (c) Technical Documents as electronic response through the GeBIZ portal. Please refer to Clauses 4 & 6 of the Instructions to Tenderers (ITT) for details.

EVALUATION CRITERIA:
