Invitation for ‘s of Interest’ for THE SUPPLY OF INDUSTRIAL, SPECIALTY & MEDICAL GASES AND
ASSOCIATED TECHNICAL SERVICES
Brunei Shell Petroleum Co. Sdn Bhd is seeking s of Interest (EoI) from companies for the THE SUPPLY OF
INDUSTRIAL, SPECIALTY & MEDICAL GASES AND ASSOCIATED TECHNICAL SERVICES.
Tender Scope:
The scope of work shall include provision of required personnel, tools, materials, equipment to perform the following
activities but not limited to:
1. Supply of industrial compressed gases including but not limited to nitrogen, carbon dioxide & air.
2. Supply of liquid nitrogen.
3. Supply of specialty gases including but not limited to, purified oxygen, nitrogen & helium.
4. Supply of medical grade gases including but not limited to medical oxygen, carbon dioxide & Entonox.
5. Provide equipment, personnel and resources for gas associated services including purging and blanketing of oil
and gas facilities (vessels and pipelines).
6. Provide cylinder maintenance and handling related services including certification, colour coding and training.
Company Criteria:
• Possesses the following accreditations:
- ISO 9001:2015 Quality Management System
- ISO 14001:2015 Environmental Management System
• In compliance with:
- Requirement to an industrially-recognised quality standard for the industrial and specialty
gases.
- Industrially-recognised certification for the medical grade gases.
- An industrially-recognised safety standard for cylinder and the associated accessories.
• Able to provide:
- Abilities to produce in-house N2 Supply.
- Office facilities to accommodate workstations, training rooms and meeting/conference rooms.
- Able to provide 24/7 Services and Technical Support to BSP.
- Workshop facilities that can accommodate Rack Storing system.
- In-place system for cylinder tracking
Local Business Development (LBD)
Brunei Shell Joint Venture (BSJV) Companies’ LBD requirements are in line with the LBD Directives as issued by the
Ministry of Energy, Manpower and Industry (MEMI). This scope falls under the Core Quadrant of the LBD work.
▪ EoI is open for ALL companies ;
▪ The owners of the company must actively participate in its management and day to day running of the business;
▪ Target for recruitment and development of suitably qualified Bruneian staff, including graduates will be part of
Tender / Contract.
▪ Development of local capabilities through active participation by local company or through forming partnership
with international companies,
▪ To increase spend in country either through full or co-ownership of capital assets between the local
partners/joint ventures and increased sub-contracting to other smaller local companies.

This of Interest shall not be deemed to be an invitation to tender. BSP shall have the right and sole
discretion to reject any part or all of the response made by the Contractor. BSP shall have the right and sole
discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining
s of Interest and shall neither in any way be construed as to create any legal obligation on the
parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall
be borne in its entirety by the interested parties.
