This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in United Nations Development Business online (UNDB online) dated on 8 November 2016 and on the African Development Bank Group’s Internet Website (afdb.org) ;
The Government of Republic of Angola has received loan from the African Development Bank towards the cost of the Science and Technology Development Project (STDP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Construction of the Luanda Science and Technology Park.
The STDP now invites sealed bids from eligible bidders for the construction and completion of the Luanda Science and Technology Park, (hereinafter called “the Works”). The general ive is to construct and complete a fully operational, harmonious, Science and Technology Park in Luanda, occupying an area of approximately 62800 m2, in 30 months, according to the respective architectural and engineering projects. Specifically, the ives are :
To construct 9 new buildings, with a maximum of 3 floors above the ground floor; To rehabilitate 11 existing buildings ;
To demolish 5 existing buildings and remove the wreckage and rubbish ;
To build and rehabilitate (including all the works) roads, parking lots, paths, sidewalks, gates; To landscape, treat green areas, including sport fields, outdoor sculptures and a central fountain; To relocate users, furniture and equipment to new buildings, turning them functional ;
To build infrastructure networks (i.e. electrical, hydraulic, telecommunications, gas, etc) and general utilities (e.g. water tank, etc) ;
To build and rehabilitate the surrounding walls of the construction site; To supply the materials and equipment listed in the Bill of Quantities ;
To execute the related services required to attain a functional and harmonious park.

Interested Bidders that do not formally request the Bidding Documents, to the STDP, will not be considered ;
The provisions in the Instructions to Bidders and in the General Conditions are those of the African Development Bank Standard Bidding Document for Procurement of Works, dated September 2010 and Revised February 2018 ;
Bids must be delivered to the above-mentioned office on or before 10:00 (local time) on 3 May 2022, and must be accompanied by a bid security of USD 600,000 (Six hundred thousand United States Dollar). Bids submitted after the deadline for submission of bids will be rejected ;
Bids shall remain valid for 120 (one-hundred and twenty) days after the deadline for bid submission prescribed above or any amendments thereof ;
