⑷ Basic requirements of the procurement :
After the full introduction of the integrated medical information system at
University of Tsukuba Hospital (hereinafter referred to as "the hospital") in April 2013, the system that supports the basis of medical care, education, and research as a special function hospital and has already passed the second term. We are planning to renew it in April 2024.
The next-generation medical information system requires expansion as shown below, the current functions and has a document and image reference function that covers the entire configuration system and a workflow creation management function, which contributes to improving the quality of patient safety and medical care.
This medical information system will be maintained for the purpose of safe and smooth operation at any time, and from the viewpoint of personal information protection and system availability and reliability maintenance, we will maximize security enhancement. Realization is also an essential requirement.
In view of the recent business conditions surrounding medical institutions, it is desirable to pay sufficient attention to reducing the total cost of ownership of this medical information system over the entire borrowing period.
When constructing the system, pay attention to the following items.
A Realization of the 365 days 24-hour stable operation.
B Complete inheritance of medical records that has already stored in the medical information system (including departmental systems).
C Complete inheritance of templates, medical documents, etc. implemented in the medical information system (including departmental systems) under the present operation.
D Inherit the cooperation with National University Hospital disaster backup system.
E The vender must maintain the cooperation with the T-CReDO datacenter that have already operated.
F The Vender must establish master alignment and seamless cooperation with departmental systems (especially operating room/ICU/NICU).
G The Vender must establish the prompt restoration system (the backup system of medical data) at the time of the system failure and the disaster.
H The vender must do Maintenance of the standard hospital information system to meet the electronic medical record that met the enforcement regulations in conjunction with the e-Document Law.
I Improve systems to reduce the number of scanned documents and improve ease of listing and searching on the part of healthcare professionals through electronic management, including the introduction of electronic patient signatures for documents such as consent and authorization forms.
J Development of appropriate functions and systems that contribute to medical safety.
K Development of a comprehensive medical support platform that emphasizes management of unread and read reports for diagnostic imaging, pathology, and endoscopy, as well as a list of tests with panic values.
L Development of an appropriate approval system as a clinical training education hospital and a recording system for student doctors.
M The vender must develop the function for the protection of patients' medical records in the hospital medical information system and appropriate medical record disclosure. The function must satisfy the requirements of the Act on the Protection of Personal Information.
N Promote the development of a regional cooperation system that supports comprehensive community care and regional cooperation paths.
O Implement pre-clinical digitization of medical information (documents, images,etc.) brought in from outside.
P Establish and maintain a close collaborative system, including order coordination and imaging collaboration between the hospital's imaging orders and the AIC Tsukuba Imaging Center.
Q Establish a system to provide diagnostic imaging services during nighttime and holidays that meets the facility criteria for Additional Fee for Diagnostic Imaging Management 3.
R Maintain close cooperation with the Clinical laboratory education/research Center (i-LAB) that situated adjacent to the hospital.
S Implement of information standards certified by the Ministry of Health, Labor and Welfare ("Standards that should be recognized as standards in the field of health and medical information").
T Develop the standard specifications for medical documents d on HL7FHIR (Fast Healthcare Interoperability Resource) with an eye on expansion to Personal Health Record.
U Meet the Ministry of Health, Labor and Welfare's "Guidelines for Safety Management of Medical Information Systems ver.5.2".
V Meet the basic specifications for the system infrastructure of the Ministry of Economy, Trade and Industry interoperability project.
a Ensuring interoperability of medical information (that means Japanese Association of Healthcare Information Systems Industry basic data set adaptation guideline Ver3.0).
b Adoption of standard specifications (Standardized Structured Medical Information eXchange Ver.2.0) for electronic medical information exchange by standard method.
W Enhance multilingual support to meet the increasing number of foreign patients.
