① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A or B on "Provision of services" in Tohoku, Kanto・Koshinetsu or Tokai・Hokuriku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transportand Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024
③ not be under suspension of nomination by Director-General of Hokuriku Regional Development Bureau from Time-limit for the submission of application forms and relevant documents for qualification to Bid Opening
④ acquire the electronic certificate in case of using the Electronic Procurement System
