B have the Grade A, B or C qualification during fiscal 2022 in the Kanto・Koushin-etsu area offer of services for participating in tenders by the Ministry of Education, Culture, Sports, Science and Technology, which is Single qualification for every ministy and agency, as described in Section 1 of Article 6 concerning the contract for The National Center for University Entrance Examinations

C meet the qualification requirements which the Obligating Officer may specify in accordance Article 6 concerning the Contract for The National Center for University Entrance Examinations

D not be currently under a suspension of business order as instructed by the Obligating Officer
