⒝ Not have been subject to transaction suspension measures imposed by East Nippon Expressway Company Limited during the period from the examination criteria date to the date of the decision on the bidder.

⒞ Not have any funding or personal relationship with those intending to participate in the bidding during the examination criteria date to the of the decision on the bidder.

⒟ Be able to submit the copy of the documents designated following ① and ②

① A Copy of the Minister of the Environment's permission of a facility for detoxification under the provision of Paragraph 1 of Article 15-4-4 of the Waste Management And Public Cleansing Law (hereafter referred to as "the Law") or a Copy of the prefectural governor's permission to conduct the service to dispose of a small amount of PCB waste remaining inside an electric apparatus under the Law.

② A Copy of the governor of Niigata Prefecture's permission to conduct the service of the collection and transportation under the provision of Paragraph 1 of Article 14-4 of the Law, which prescribes the permission from the prefectural governor, provided that the permission to conduct the service of the collection or transportation can be confirmed through the document mentioned on ①
