① not come under the article 35 of the Welfare and Medical Service Agency Accounting Ordinance
② have Grade "A", "B" or "C" in offer of services in terms of the qualification for participating in tenders by Single qualification for every ministry and agency in fiscal years 2022, 2023, 2024 or the Welfare and Medical Service Agency
③ prove to have no false statement in tendering documents
④ must not be a person during the period under which the Ministry of Health, Labor and Walfare
⑤ prove neither the business condition nor credibility is deteriorating
⑥ must not be a person during the period under which the Ministry of Health, Labor and Walfare
⑦ should have a reliable system for information (including personal information) security management
