St Helens Council is seeking to appoint an independent multi-disciplinary consultant team to prepare a well evidenced Town Investment Plan for St Helens. The Town Investment Plan will provide a locally owned vision, a spatial interpretation of the vision (a masterplan) as well as a series of short, medium and long term interventions that help to realise that vision. This will be a key document that will inform engagement with Government and agreement of a Town Deal.
