⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 neither Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
② have Grade A, B, C or D of level of interest in "Selling" in Hokkaido area in terms of the qualifications for participating in the tenders by the Ministry of Land, Infrastructure and Transport and Tourism (Single qualification for every ministry and agency) in the fiscal years 2019・2020・2021.
③ have registered with the relevant authorities, in accordance with the Petroleum Stockpiling Law (Law No. 55 of 2001), to initiate business of selling Petroleum Products.
④ the Others must have the qualifications specified by Expenditure Burden Officer d on Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
