⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① not come under Article 6 of the Regulation concerning Contract for National Center of Neurology and Psychiatry. Furthermore, minors, Person under Conservatorship or Person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry ;

③ have Grade A, B or C in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koushinetsu Region ;

④ it must be a person as the general gas utility d on regulations of the gas enterprises act who is doing d on regulations of permitted person or this law as an gas lead pipe enterepreneur's written report, or specific scale gas entrepreneur's written report ;

⑤ prove that they can deliver the Gas, on the date and to the place specified by the Obligating Officer ;
