⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ①not fall under Articles 16 and 18 of the Japan Foundation's Rules for the operation of Accounting ; ②have a grade A, B or C certification for "the offering of services" in terms of qualification for participating in tenders (single qualification for every ministry and agency) for fiscal years 2022, 2023 and 2024 ; ③are not currently under suspension of business order as instructed by the officials in charge of contracts ; ④have actually conducted similar service for other Ministries and Agencies, government-affiliated corporations or independent administrative organizations ; ⑤meet the qualification requirements which may be specified in the tender documentation
