2. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.

3. Interested bidders may obtain further information from the DPWH – Pampanga 3rd District Engineering Office and inspect the Bidding Documents at San Francisco St., Brgy. Pampang, Angeles City during weekdays from 8:00 a.m. to 5:00 p.m.

4. A complete set of Bidding Documents may be acquired by interested bidders on April 7, 2021 – April 27, 2021 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of the following projects:

5. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The DPWH Pampanga 3rd District Engineering Office will hold a Pre-Bid Conference on April 16, 2021 at 2:00p.m. at Conference Room, DPWH Pampanga 3rd DEO, which shall be open to prospective bidders.

7. Bid submission maybe done manually or electronically/online. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the BDS.

8. Bids must be duly received by the BAC Secretariat at the address below for manual submission or at electronicbids_pampanga3@dpwh.gov.ph for electronic submission on or before 10:00a.m. of April 27, 2021. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

9. Bid opening shall be on April 27, 2021 at 10:00a.m. at Conference Room, DPWH Pampanga 3rd DEO. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

10. Pursuant to D.O. No. 34, s. 2020, “Basic Hygiene, Workplace Sanitation and Social Distancing Measures to be Observed in the Workplace”, the following guidelines in accepting prospective bidders in this office shall be implemented:

• All prospective bidders must download the attached Visitor Screening Questionnaire and submit the accomplished form to the dpwhpam3@gmail.com at least one (1) day before the deadline of the submission of bids.

• All prospective bidders are required to submit a Medical Certificate issued by a DOH-accredited physician, including latest Anti-Gen Swab Result indicating that they are negative from COVID-19. A copy of the said Medical Certificate must be sent through email together with the Visitor Screening Questionnaire mentioned above, all in pdf format, at least one (1) day before the deadline of the submission of bids.

• All prospective bidders must present a proof of the confirmation of their visit at the entrance of the office premises. No Confirmation, No Entry.

• The security personnel in the main reception shall validate the appointment with the BAC Secretariat.

• All prospective bidders with confirmed appointments shall undergo thermal scanning and disinfection at the office entrances. Those who have a temperature of 37.5 °C and above will be advised to leave the office premises.

• All prospective bidders must wear a face mask and face shield at all times within the establishment. Prospective bidders who have no facemasks, even if with confirmed appointment will be denied entry to the office.

• All prospective bidders ae advised to disinfect their hands immediately upon entering the premises using the hand sanitizers and alcohol provided within the DPWH establishment.

• All prospective bidders must practice Respiratory Hygiene and Cough Etiquette.

• All prospective bidders must practice physical distancing and avoid being in close contact (at least one (1) meter away) with other people within the office premises.

• All prospective bidders who may be tested positive for COVID-19 within a period of fourteen (14) days after their visit with DPWH Pampanga 3rd DEO must communicate promptly with this office.

11. The DPWH Pampanga 3rd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
