INVITATION TO BID

DA8-Infra-2021-15 Rebidding (PR No. BAR 21-03-16-0041)

1. The Department of Agriculture-Regional Field Office No. 8, through the BAR-C.O BAYANIHAN II intends to apply the sum of Six Million Pesos Only (P6,000,000.00) being the Approved Budget for the Contract (ABC) to payment for the “Design and Build of the Rehabilitation of Technology Commercialization Center at Abuyog Experiment Station, Brgy. Balinsasayao, Abuyog, Leyte.” Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Regional Field Office VIII now invites bid for the above Procurement Project. Completion of Works is required on or before June 15, 2021. Bidders should have completed within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II: Instruction to Bidders.

Design and Build of the Rehabilitation of Technology Commercialization Center 6,000,000.00

Terms and Conditions:

1. The winning bidder shall follow all the terms and conditions stipulated in the Terms of Reference (TOR) and the bidding documents listed in the project.

2. Provide the necessary tools and equipment for the satisfactory completion of the project.

3. Complete the construction of the facility on or before June 15, 2021.

4. Assign a project engineer.

5. Submit material test results for concrete and reinforcing bar.

6. Assume full responsibility from the time of project construction, commenced up to the final acceptance.by the procuring entity and shall be held responsible for any change in part or in whole except those occasional by force majeure.

7. Be paid through progress billing in the following schedule d on the validated/verified Statement of Accomplishment (SWA) by the DA-RFO 8 Project Engineers, to wit:

a. at least 15% upon completion of design.

b. at least 40% of physical accomplishment

c. at least 70% of physical accomplishment

d. 100% of the physical accomplishment.

8. Delayed implementation of the project will be subject to liquidated damage equivalent to 1/10 of 1% of the contract price per day.

9. Payment shall be made thru, Advice Debit Account (ADA) preferably LBP or any commercial bank to effect payment.

3. The eligibility of Design and Build Contractors shall be d on provisions of Annex “G”, IRR/R.A. No. 9184, including Legal, Technical and Financial requirements. In the technical requirements, the Design and Build Contractor [as in solo or in joint venture/consortia] should be able to comply with the experience requirement under the IRR/R.A. No. 9184, where one [1] of the parties [in a joint venture/consortia] should have completed at least one [1] similar project, over the last five (5) years from the date of Bid submission, both in design and construction, with at least 50% of the cost of the ABC of the Project-At-Hand; the joint venture/consortia Contractor must also submit Class “A” and Class “B” Documents;

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

For the detailed evaluation of the design and build proposals a two-step procedure shall be adopted by the BAC. Only those bids that passed the technical proposals criteria shall be subjected to the second step of evaluation or the opening of financial proposals.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. Interested bidders may obtain further information from Department of Agriculture – Regional Field Office 8 and inspect the Bidding Documents at the address given below during office hours, from 8:00 AM to 5:00 PM

6. A complete set of Bidding Documents may be acquired by interested bidders on April 14, 2021 to May 3, 2021 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Only (P10, 000.00) which can be paid thru cash or manager’s check.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) and the website of the Procuring Entity (www.da8.da.gov.ph), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

7. The Department of Agriculture-RFO 8 will hold a Pre-Bid Conference on April 21, 2021, 9:00 AM at BAC Office, DA-RFO8, Kanhuraw Hill, Tacloban City, which shall be open to prospective bidders.

8. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below or online/electronic submission as indicated below on or before May 3, 2021, 9:00 AM (BAC-Secretariat time). Late bids shall not be accepted.

9. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

10. Bid opening shall be on May 3, 2021, 9:00 AM (BAC-Secretariat time) at DA8 BAC Office, 4th floor Green Bldg., Kanhuraw Hill, Tacloban City and/ or through Zoom/FB Messenger. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

11. The Department of Agriculture-RFO 8 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

12. DA DOES NOT CONDONE ANY FORM OF SOLICITATION ON ANY PROSPECTIVE WINNING AND LOSING BIDDERS BY ANY OF OUR STAFF/EMPLOYEES OR ANY OTHER PARTY. ANY SORT OF THIS KIND SHALL BE REPORTED IMMEDIATELY TO THE OFFICE OF THE SECRETARY OR THE NATIONAL BUREAU OF INVESTIGATION (NBI) FOR ENTRAPMENT AND PROPER INVESTIGATION.
