Request for of Interest

FOR PROCUREMENT OF CONSULTING SERVICES FOR THE NEW VOR APPROACH DESIGN

1. The Subic Bay Metropolitan Authority, through its Corporate Operating Budget for the contract approved by the SBMA Governing Board for 2021 intends to apply the sum of Six Million Pesos (PhP 6,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for PROCUREMENT OF CONSULTING SERVICES FOR THE NEW VOR APPROACH DESIGN / SBMA-BAC-CONS-RFEI-21-01. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The Subic Bay Metropolitan Authority now calls for the submission of eligibility documents for PROCUREMENT OF CONSULTING SERVICES FOR THE NEW VOR APPROACH DESIGN. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 22 Apr ‘21, 10:00 AM at PPMD Conference Rm, Rm. 201, Bldg. 255, Barryman Road, Subic Bay Freeport Zone. Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criteria.

3. Interested bidders may obtain further information from Subic Bay Metropolitan Authority and inspect the Bidding Documents at the aforementioned address from 8:00am – 5:00pm, Monday to Friday.

4. A complete set of Bidding Documents may be acquired by interested Bidders before 10:00 AM of 22 Apr ‘21 at the aforementioned address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand (PhP 10,000.00) Pesos.

The Bid documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than 10:00 AM of 22 Apr ‘21.

5. The BAC shall draw up a short list of consultants from those who have submitted of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be end to submit bids. The criteria and rating system for short listing are as follows:

a. Applicable experience of the consultant (meaning the consulting firm) and associates in case of joint ventures (weight: 50%);

b. Qualification of principal and key staff of the consultant who may be assigned to the job vis-à-vis extent and complexity of the undertaking (weight: 40%); and

c. Job capacity (weight: 10%).

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7. The Procuring Entity shall evaluate bids using the Quality d Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8. The Subic Bay Metropolitan Authority will hold a Pre-bid on 10:00 a.m., 10 May ‘21 (Monday) at PPMD Conference Room, Rm 201, Bldg 255, Barryman Road Subic Bay Freeport Zone which shall be open to shortlisted bidders.

9. Deadline of Submission and Receipt of Bids shall be on 10:00 AM, 14 May '21 (Friday), PPMD Conference Room, Rm 201, Bldg 255, Barryman Road, Subic Bay Freeport Zone. Bids will be opened in the presence of the shortlisted bidder who choose to attend at the addressed stated above. Schedule of Opening of Financial Proposal is at 10:00 a.m. 18 May '21 (Tuesday) with the same venue. Late bids shall not be accepted

10. The contract shall be completed within 90 days.

11. The Subic Bay Metropolitan Authority reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
