INVITATION TO BID FOR THE

DESIGNED AND BUILT OF (8MX13M) 2-STOREY CONCRETE BUILDING WITH A TOTAL FLOOR AREA OF 208SQ.M. (CONSTRUCTION OF EMTOMOPATHOGEN & MOLECULAR LABORATORY BUILDING)

1. The Department of Agriculture-Regional Field Office 7, through the GAA 2021 intends to apply the sum of Five Million Eight Hundred Twenty Five Thousand Pesos (₱ 5,825,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Designed and Built of (8mx13m) 2-Storey Concrete building with a total floor area of 208sq.m. (Construction of Emtomopathogen & Molecular Laboratory Building. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Agriculture-Regional Field Office 7, now invites Platinum PhilGEPS Registered Contractors/ Bidders to bid for the Designed and Built of (8mx13m) 2-Storey Concrete building with a total floor area of 208sq.m. (Construction of Emtomopathogen & Molecular Laboratory Building. Scope of work: GROUND FLOOR: 2 Comfort rooms for Men & Women (2.4m x 2M ) with floor tiles ; Storage room (3m x 1.6m) with floor tiles ; Beauveria incubation Room (3m x 4m) with floor tiles ; rhizium incubation room (3.5m x 4m) with floor tiles ; Room for other EPZ (2.5m x 4m ) with floor tiles ; Staff Room (2.5m x 3m) with floor tiles ; Lobby Area (3m x 3m) with floor tiles ; Dressing room (3.5m x 1.5m) ; Working area with (1m x 2m working tile table), (1m x 4m hot air sterilization & glasswares drying area) and (1m x 4m Culture media preparation) with floor tiles and Walls must be smooth & plastered, painted both sides SECOND FLOOR: 2 Comfort rooms for Men & Women (2.4m x 2m) with floor tiles ; Storage room (3.45 x 2.37m) with floor tiles ; Staff room (3.45m x 37m) with floor tiles ; Dressing room (3.5m x 1.5m) ; Specimen processing laboratory (3.5m x 4m) with floor tiles ; Nested PCR Laboratory/Amplification laboratory (3.5m x 4.4m) with floor tiles ; Post Amplification Laboratory (3.5m x 4.4m) with floor tiles ; Walls must be smooth & Plastered finish, painted both sides and With 0.5mm thick pre-painted l roofing, long span OTHER REQUIREMENTS: Structural analysis ; Complete plans and cost estimates including demolition cost of existing building; ; Building permit, occupancy permit and other necessary permits. Site: DA RFO 7 Complex, Maguikay, Mandaue City. Completion of the Works is required within One Hundred Twenty (120) Calendar Days from receipt of the approved Notice to Proceed (NTP). The Contractor / Bidder will supply the required Equipment and Technical Personnel . Bidders should have completed a contract similar to the Project. Similar Project shall refer to Civil Works . The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidders must have a similar completed single contract with a value of at least 50% of the ABC of the project to be bid.

3. Bidding will be conducted through open competitive Interested bidders may obtain further information from Department of Agriculture Regional Field Office 7- BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 a.m.- 5:00 p.m. .

4. A complete set of Bidding Documents may be acquired by interested bidders on April 22, 2021 from Department of Agriculture Regional Field Office 7- BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 a.m.- 5:00 p.m.

5. A complete set of Bidding Documents may be acquired by interested bidders on April 22, 2021 from the address below and upon payment for the Bidding Documents, in the amount of Five Thousand Eight Hundred Pesos (5,800.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person, by facsimile, or through electronic means.

6. The Department of Agriculture Regional Field Office 7 will hold a Pre-Bid Conference on April 30, 2021-2:00 p.m.. at RAED Conference Room, DA Complex, Highway Maguikay, Mandaue City which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before May 12 , 2021-10:00 a.m.. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Bid opening shall be on May 12, 2021-10:00 a.m. at RAED Conference Room, DA Complex, Highway Maguikay, Mandaue City . Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 10. The Department of Agriculture Regional Field Office 7 does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or any other party. Any sort of this kind shall be reported immediately to the office of the Secretary or National Bureau of Investigation (NBI) for entrapment and proper investigation

11. The Department of Agriculture Regional Field Office 7 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
