REQUEST FOR OF INTEREST
1. The University of the Philippines Manila, through Reprogrammed Fund intends to apply the sum of Five Million Three Hundred Fifty-Five Thousand Seven Hundred Thirty-One Pesos and Ninety Eight Centavos. (PhP5,355,731.98) being the Approved Budget for the Contract (ABC) to payments under the contract for Structural Assessment Investigation and Retrofitting Designs for the Existing Building of Philippine General Hospital, University of the Philippines Manila. Bids received in excess of the ABC shall be automatically rejected at theopening of the financial proposals.
2. The University of the Philippines Manila now calls for the submission of letter of intent and eligibility documents for above indicated contract. Eligibility documents of interested consultants must be duly received by the BAC2 Secretariat on or before 1:00 P.M, 06 April 2021 at the Procurement Office, 4th Floor UP Manila Dormitory University of the Philippines Manila. Applications for eligibility will be evaluated d on a non- discretionary “pass/fail” criterion.
The prospective bidders are advised to register first @ https://up- edu.zoom.us/meeting/register/tZ0sf--hpjosGNN3QG9pSTrgGetXFu5fpThi and wait for further advice for the zoom which shall be provided to the bidders who successfully registered.
3. Interested bidders may obtain further information and inspect the Bidding Documents at UP Manila BAC 2 Secretariat Office at Procurement Office, 4th Floor UP Manila Dormitory University of the Philippines Manila. (8:00 AM – 4:00PM).
4. A complete set of Bidding Documents may be acquired by interested Bidders starting 13 April 2021 from BAC II Secretariat Office at Procurement Office, 4th Floor UP Manila Dormitory University of the Philippines Manila., and upon payment of theapplicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Five Hundred Pesos (PhP5,500.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5. The BAC shall draw up the short list of consultants from those who have submitted of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at most five (5) prospective bidders who will be end to submit bids. The criteria and rating system for short listing are:
Applicable experience of Consultants 30%
Qualification of personnel to be assigned to the job (education, work experience, number of years in firm, etc.) 50%
Current workload relative to capacity 20%
Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
(i) Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
6. The Procuring Entity shall evaluate bids using the Quality-Cost d Evaluation/Selection (QCBE/QCBS) procedure. The weights to be allocated for the Technical will be 70% and Financial Proposals 30%. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
7. The contract shall be completed within Sixty (60) Calendar Days.
8. The University of the Philippines Manila reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
