① not come under Article 6 of the Regulation concerning Contract for National Center of Neurology and Psychiatry. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry ;

③ have Grade A, B, C or D in "Manufactures of products" or "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single quailfication for every ministry and agency) in Kanto-Koushinetsu Region ;

④ prove to have prepared a system to provide rapid aftersale service and maintenance for the procured producs ;
