③ have grade A, B, C or D "Offer of services" in terms of the qualification forparticipating in tenders by NARO (singlequalification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
④ not being suspended from transactions by the request of the officials in charge of contract
