INVITATION TO BID

PROCUREMENT OF SERVICES OF A HEALTH MAINTENANCE ORGANIZATION (HMO) FOR THE HEALTH AND MEDICAL NEEDS OF ALL Pag-IBIG Fund REGULAR EMPLOYEES

1. The Pag-IBIG Fund Corporate Headquarters, through its Bids and Awards Committee – Goods and Services (BAC-GS) intends to apply the sum of Two Hundred Forty-Four Million Nine Hundred Thirty-Three Thousand Nine Hundred Twenty-Four Pesos (PhP244,933,924.00) inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract, for a period of two (2) years, for the Procurement of Services of a Health Maintenance Organization (HMO) for the Health and Medical Needs of All Pag-IBIG Fund Regular Employees. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Pag-IBIG Fund BAC-GS now invites bids for the above Procurement Project. Delivery of the Goods is required for a period of two (2) years per Section VI, Schedule of Requirements. Bidders should have completed, within five (5) years immediately preceding the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II., Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

5.A complete set of Bidding Documents may be acquired by interested Bidders starting April 16, 2021, from 9:00 A.M. to 3:00 P.M., from the Pag-IBIG Fund BAC-GS Secretariat at the General Services Department, Procurement Division, 20th Floor, Petron Mega Plaza, 358 Sen. Gil J. Puyat Avenue, Makati City upon payment of the applicable fee for the Bidding Documents, in the amount of Fifty Thousand Pesos(PhP50,000.00). Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made on the following schedules, provided that the prospective bidder has initially secured an authorized Payment Order Form at the BAC-ITR Secretariat:

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.

6. The Pag-IBIG Fund BAC-GS will hold a Pre-Bid Conference via videoconferencing on April 27, 2021, 10:00 a.m. (PST), which shall be opened to prospective bidders. Request for the meeting ID/ and password must be communicated with the BAC Secretariat via email at bac.secretariat@pagibigfund.gov.ph., at least one (1) working day prior to the scheduled Pre-Bid Conference and shall be limited only to one (1) representative per company. The said meeting ID/ must be for exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts.

7. Bids must be duly received manually by the Pag-IBIG Fund BAC Secretariat at the Pag-IBIG Fund Reception Counter, Ground Floor Lobby, Petron Mega Plaza, 358 Sen. Gil J. Puyat Avenue, Makati City on or before 3:00 P.M. (PST) of May 12, 2021. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14. Late bids shall not be accepted.

8. Bid opening shall be on May 13, 2021, 10:00 A.M. (PST) at the BAC Function Room, 19th Floor, Petron Mega Plaza, 358 Sen. Gil J. Puyat Avenue, Makati City. Bids will be opened in the presence of the Bidders’ representatives either physically or virtually.

The venue identified for the Opening of Bids may be subject to change to ensure physical distancing and each bidder/company shall be allowed only one (1) representative during the aforesaid activity. Bidder’ representative must confirm its attendance to the BAC Secretariat via email at bac.secretariat@pagibigfund.gov.ph, at least two (2) working days prior to the scheduled opening of bids.

9. The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
