1. The Government Service Insurance System (GSIS), through the GSIS Corporate Operating Budget for CY 2021 intends to apply the sum of Two Hundred Forty Million Nine Hundred Sixty Three Thousand Eight Hundred Fifty Five Pesos and Forty Two Centavos (Php240,963,855.42) being the Approved Budget for the Contract (ABC) to payments under the contract for National Indemnity Insurance Program for the Power Sector Assets and Liabilities Management Corporation. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The GSIS now calls for the submission of eligibility documents for the National Indemnity Insurance Program for the Power Sector Assets and Liabilities Management Corporation. Eligibility documents of interested consultants must be submitted to the address below and must be duly received by the GBAC Secretariat or other authorized GSIS personnel on or before 06 April 2021, 10:00AM.

Eligibility documents may also be submitted electronically on or before the said date and time. Kindly refer to Annex I of the Bidding Documents for the instructions

3. The Eligibility Documents will be opened on 06 April 2021, 10:30AM at the GBAC Conference Room, Level 2 Core G, GSIS Headquarters Building, Financial Center, Pasay City.

To ensure physical distancing, bidders may participate in the Opening of Eligibility Documents through the Zoom video conferencing facility (Zoom Meetings). Please register via this : https://forms.gle/GIBACBidderReg to receive the Zoom Meeting ID No. and Password from the GBAC Secretariat.
Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion.

4. Interested bidders/consultants may obtain further information from the GSIS Bids and Awards Committee (GBAC) Secretariat and inspect the Bidding Documents at the address given below starting on 30 March 2021, from 9:00AM to 4:00PM, Monday to Friday excluding holidays.

5. A complete set of Bidding Documents may be acquired by interested bidders/consultants from the address as stated in Item No. 4 starting on the date indicated in the Notice of Eligibility and Short Listing. Only the shortlisted bidders/consultants shall be allowed to purchase the Bidding Documents in the amount of Php50,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the GSIS website (www.gsis.gov.ph/opportunities/gibac-notices/), provided that the shortlisted bidders/consultants shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The BAC shall draw up the short list of consultants from those who have submitted of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of RA 9184 and its IRR. The short list shall consist of shall consist of three (3) to seven (7) consultants. Should only one (1) or less than the required number apply for eligibility and short listing, pass the eligibility check, and/or pass the minimum score required in the short listing, the BAC shall consider the same subject to the requirements stated in the Bidding Documents. The criteria and rating system for short listing are:

b. Capable of Catastrophe Risk Modelling and Dynamic Financial Analysis Modelling related to the Terms of Reference 20%
c. Can manage claims and loss adjustments including reinsurance claims recoveries 15%
d. Can present panel of reinsurers 20%
e. Can present possible external adjuster 15%

Refer to Annex A-1 indicated in Section III (Eligibility Data Sheet) of the Bidding Documents (Part I) for detailed information regarding the criteria and rating system for short listing of bidders/consultants.

A bidder/consultant must get a total score of at 75% to be included in the short list.

7. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184 and other allied issuances. Foreign consultants/ international brokers may be an individual, sole proprietorship, partnership, corporation or joint venture that does not meet the requirements for a Filipino consultant.

8. The GSIS shall evaluate bids using the Quality-Cost d Evaluation (QCBE) procedure. The criteria and rating system for the evaluation of bids shall be as follows:

ii. Quality of Panel of Reinsurers 10%
iii. Risk and Loss Management 70%

b. Financial 20%

Refer to Annex A-2 indicated in Section III (Bid Data Sheet) of the Bidding Documents (Part II) for detailed information regarding the criteria and rating system for the evaluation of Technical Proposals.

The shortlisted bidders/consultants must get a total Technical Score (St) of at least 75% (passing rate) to become technically eligible.

A Bid shall be rejected at this stage if it fails to achieve the minimum Technical Score (St). On the other hand, only the Financial Proposals of the bidders/consultants who meet the minimum Technical Score (St) shall be opened.

9. The contract shall be for a period of the later between (i) twelve (12) months from receipt by the winning consultant of the Notice to Proceed, (ii) expiration of the reinsurance policy, or (iii) complete settlement of all claims and loss recoveries.

10. The GSIS reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

11. The GSIS warns the public/bidders of unscrupulous individuals and groups posing as officers/employees of the GSIS soliciting money, gifts, favors or benefits for alleged aid for whatever purpose. DO NOT GIVE anything to these unscrupulous individuals and groups. The GSIS thus enjoins the cooperation of the public/bidders to report these individuals/groups to the GSIS Insurance Bids and Awards Committee and GBAC Secretariat.
