1. The National Food Authority (NFA) - Region 1, using a single-year work Agreement, through the Corporate Operating Budget for the year 2021 intends to apply the sum of PESOS: NINETY TWO MILLION FOUR HUNDRED SEVENTY SEVEN THOUSAND SEVEN HUNDRED AND 00/100 (P92,477,700.00) only, being the ABC, inclusive of VAT, through payment-in-kind (PIK) scheme to payments under the contract for the hereunder items.

Bids received in excess of the ABC shall be automatically rejected at bid opening.

The NFA-Region 1 now invites bids for the above Procurement Project. Delivery of the Goods is required within May 1 to December 31, 2021 after issuance of a Call-Off. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an

2. eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders), and must have the following minimum requirements:

i. a Single Largest Completed Contract (SLCC) similar in nature and complexity to the Project and the value of which, adjusted, if necessary, by the Bidder to current prices using the Philippine Statistics Authority (PSA) consumer price index, must be at least 50% of the ABC; or

ii. at least two (2) similar contracts with aggregate contract amounts equivalent to at least 50% percent of the ABC, the largest of which must be equivalent to at least 25% of the ABC.

iii. ownership / operation of rice mill compliant with the following minimum required specification:

iv. with at least three (3) years experience in operating a rice milling business with above specifications; and

v. have passed the latest test milling procedure conducted by the concerned Branch Office.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

When two or more bidders bid on the same lot/item, the bidder with the highest offered Guaranteed Milling Recovery (GMR) will be selected.

In case a tie occurred between and/or among bidders during the opening of bids, the procuring entity will use “draw lots” to determine the winning bidder.

4. Prospective Bidders may obtain further information from NFA-Region 1 and inspect the Bidding Documents at the address given below during Monday to Friday at 8:00 AM to 5:00 PM.

A complete set of Bidding Documents may be acquired by interested Bidders on April 21, 2021 to May 11, 2021 from the given address below during regular work hours, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the following amount:

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, facsimile, or through electronic means.

It may also be downloaded free-of-charge from the websites below, subject to the payment of applicable fee for the Bidding Documents not later than the deadline of submission of bids in order to participate in the bidding process.

5. The NFA-Region 1 will hold a Pre-Bid Conference on April 29, 2021, 9:00 AM at NFA Regional Office 1 Conference Room, Urbiztondo, San Juan, La Union, which shall be open to prospective bidders.

6. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before May 11, 2021, 9:00 AM. Late bids shall not be accepted.

7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

8. Bid opening shall be on May 11, 2021, 9:30 AM onwards at the given address. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

9. The NFA-Region 1 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
