The Government Service Insurance System (GSIS) is conducting Negotiated Procurement, under Two Failed Biddings, for the Software Licenses Maintenance for SAP, with the Approved Budget for the Contract (ABC) of Php91,186,315.88.

Delivery of Services is required for a period of 30 months starting on the date indicated in the Notice to Proceed.

In view of this, GSIS now invites bidders for a Negotiation to be conducted on 26 April 2021, 10:30AM at the GBAC Conference Room, Level 2 Core G, GSIS Headquarters Building, Financial Center, Pasay City. Interested bidders may participate in the Pre-Bid Conference through the Zoom video conferencing facility (Zoom Meetings). Please register via this : https://bit.ly/GBACBidderReg to receive the Zoom Meeting ID No. and Password from the GBAC Secretariat.

Attached is the Technical Specifications (Annex A) which will be discussed in the said Negotiation.

Thereafter, the GSIS will invite bidders who attended the Negotiation to submit their Best Offers.

The Best Offers, which shall include the following documents, must be submitted to the GBAC Secretariat, Level 2 Core G, GSIS Headquarters Building, Financial Center, Pasay City on or before 28 April 2021, 9:00AM:

1. Itemized Quotation using the form prescribed in the Notice

2. Valid PhilGEPS Registration Certificate (Platinum Membership) (all pages)

3. Letter of Conformity using the form prescribed in the Notice

4. Bid Security. Any of the following:

a. Bid Securing Declaration using the form prescribed in the Notice.

b. Php1,823,726.32 [2% of ABC], if bid security is in cash, cashier’s/manager’s check, bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank

Bidders who opt to submit a bid security in the form of cash and/or cashier’s/manager’s check shall deposit the said bid security to the GSIS Cashier, in coordination with the GBAC Secretariat, prior to the submission of bids. The Official Receipt issued by the GSIS Cashier shall be submitted as part of the Technical Component.

If a bank draft/guarantee or an irrevocable letter of credit issued by a foreign bank, it shall be confirmed or authenticated by a Universal or Commercial Bank.

c. Php4,559,315.79 [5% of ABC], if bid security is in Surety Bond. It shall be accompanied by a certification from the Insurance Commission stating that the surety or insurance company is authorized to issue such instruments.

5. Omnibus Sworn Statement using the form prescribed in the Notice

Reminder: The bidder must also submit a Notarized Secretary’s Certificate, if required/applicable. In case of sole proprietorship, the bidder must submit a special power of attorney (SPA) if the proprietor/owner has assigned/appointed a person to, on his/her behalf, represent the company in the bidding of GSIS and sign all documents pertaining to the project/contract to be bid

The Best Offers may also be submitted electronically on or before the said date and time. Kindly refer to Annex C of this Notice for the instructions.

The Opening of Best Offers will be held on 28 April 2021 9:30AM, at the GBAC Conference Room, Level 2 Core G, GSIS Headquarters Building, Financial Center, Pasay City.
