1. The National Food Authority (NFA) - Region 1, through its Corporate Operating Budget for the year 2021 intends to apply the sum of Eighty Five Million One Hundred Thirty Seven Thousand One Hundred Fifty Seven Pesos and 56/100 (₱85,137,157.56), being the Approved Budget of the Contract (ABC), inclusive of VAT and Social Benefits (Pag-ibig, PHILHEALTH, SSS Contributions,) other taxes and levies, to payments under the contract for Warehouse Handling (and Allied) Services for Grains for NFA-Region 1. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The NFA-Region 1 now invites bids for the above Procurement Project. Provision of the Warehouse Handling (and Allied) Services for Grains is required by May 1 until December 31, 2021. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project:

i. a Single Largest Completed Contract (SLCC) similar in nature and complexity to the Project and the value of which, adjusted, if necessary, by the Bidder to current prices using the Philippine Statistics Authority (PSA) consumer price index, must be at least 50% of the ABC; or

ii. at least two (2) similar contracts with aggregate contract amounts equivalent to at least 50% percent of the ABC, the largest of which must be equivalent to at least 25% of the ABC.

Bidders should have the following qualifications:

A. Must be owners / operators of business engaged in the warehouse handling of grains and similar services;

B. With at least three (3) years experience in warehouse handling of grains and similar services and was able to pay social benefits premium of its laborers whose average per year is equivalent to at least 20% of the labor requirement of this Contract for the last three (3) years preceding 2021;

C. Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Prospective Bidders may obtain further information from NFA-Region 1 and inspect the Bidding Documents at the address given below during Monday to Friday at 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on April 23, 2021 to May 12, 2021, from the given address below during regular work hours, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (P50,000.00).

It may also be downloaded free-of-charge from the websites below, subject to the payment of applicable fee for the Bidding Documents not later than the deadline of submission of bids in order to participate in the bidding process.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means.

6. The NFA-Region 1 will hold a Pre-Bid Conference on April 30, 2021, 9:00 AM at the Conference Room of NFA Regional Office I, Urbiztondo, San Juan, La Union, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before May 12, 2021, 1:30 PM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on May 12, 2021, 2:00 PM onwards at the given address. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The NFA-Region 1 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
