The two envelope system of procurement shall be observed,

Bidding documents shall be available at BAC Secretariat, Exec. Bldg. starting April 22, 2021, 9:00 a.m. upon payment of prescribed non-refundable fee.

Bid proposal and other bidding documents shall be opened in the presence of prospective bidders, or their duly authorized representatives.

Prospective bidders shall signify conformance to bidding terms and conditions as required and stipulated in R.A. 9184 and its IRR, pass/fail evaluation shall be observed.

All Bids shall be accompanied by a Bid Security in an amount at least equal to and not lower than 2% of ABC in the form of Cash and/or Security Bond of 5% of ABC.

A performance Security shall be posted within 10 calendar days before Purchase order, Award of Contract can be served in the amount of 5% of the Total contract price in the form of cash and/or 10% total contract price bank guarantee and/or surety bond of 30% of total contract price callable in demand.

The Municipality of Taytay reserves the right to reject any or all bids at any prior to award of contract, waive any defects therein and accept the offer most advantageous to the government without incurring any of the following: a. liability whatsoever to offset expel sea or losses the bidders may incur in the preparation of the bids and, b. obligation to inform the affected bidder or bidders of the ground for the basis of the BAC action.
