The DPWH, Masbate 3rd District Engineering Office, Dimasalang, Masbate through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:

Brief Deion: Construction of One (1) Unit Admin. Building, One (1) Unit School Building, Two (2) Units Staff Barracks, Two (2) Units Trainee Barracks and One (1) Unit Messhall and Galley

Approved Budget for the Contract(ABC): Php 24,749,376.51

Contract Duration: 150 calendar days

The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).

To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/ corporation with PCAB license for Size Range Small B, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.

The DPWH will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

Equipment capacity as specified in the Bid Data Sheet shall be mandatory and absence of the same shall disqualify the contractor.

If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.

Prospective bidders shall present their ORIGINAL OFFICIAL RECEIPT OF PAYMENT for Bid Documents (project specific) to the BAC Secretariat of this Office before the deadline stated above for inclusion in the list of contractors for eligibility processing. The Owner or Authorized Representatives included in the CRC will be allowed to transact business relative to bidding matters per D.O. 197 series of 2001. Those representatives not included in the CRC are required to submit Special Power of Attorney or Secretary’s Certificate, whichever is applicable, and two (2) valid government issued IDs to be allowed to transact business. All participating bidders must be in Document Request List (DRL) of the PhilGEPS website and secure a print-out copy showing that they are included in the list.

Bidders shall pay the BAC an applicable fee of Php 25,000.00 for the bidding Documents, upon securing hard copies of the Documents. Bidders that downloaded the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids.

The DPWH, Masbate 3rd District Engineering Office, Dimasalang, Masbate reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR. If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.
