INVITATION TO BID

1. The Bangko Sentral ng Pilipinas (BSP), through its Bids and Awards Committee-Security Plant Complex (BAC-SPC), invites Bidders to apply for eligibility and to bid for the hereunder requirement:

The contract agreement shall commence on the date stipulated in the Notice to Proceed to be issued by the Regional Operations Sub-sector, until 31 December 2021.

2. Bidders should have completed from Y2016 to present a contract similar to the requirement. The Eligibility Check/Screening and Preliminary Examination of Bids shall use non-discretionary “pass/fail” criterion.

3. Bidding is restricted to Filipino citizens, sole proprietorship, partnership, corporation, cooperative or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Rep. Act. No. 5183.

4. A complete set of Bidding Documents may be acquired by prospective Bidders from the address below and upon payment of the Bidding Documents fee in the amount of PhP25,000.00.

It may also be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (www.philgeps.gov.ph) and the Bangko Sentral ng Pilipinas (www.bsp.gov.ph), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

All particulars and activities relative to Eligibility of Bidders, Bid Security, Performance Security, Pre-Bid Conference/s, Evaluation of Bids, Post-qualification and Award of Contract shall be governed by 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 Revised IRR), and 09-2020 Procurement Activities during a State of Calamity or Implementation of Community Quarantine or Similar Restrictions.

Participation by the prospective bidders shall be done online through Zoom. Please send the names of your authorized representatives with corresponding email addresses to the bacsec-spc@bsp.gov.ph, at least two (2) hours before the meeting/activity. An email invitation containing the meeting shall be sent to the submitted email addresses.

5. The pre-bid conference shall be open to Prospective Bidders. To ensure completeness and compliance of bids, bidders are advised to send not more than two (2) technical and/or administrative representatives who will prepare the bidding documents.

6. The BSP assumes no responsibility whatsoever to compensate or indemnify any bidder for expenses incurred in the preparation of bid.

7. The BSP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award in accordance with Section 41 of the 2016 Revised IRR of Rep. Act No. 9184, without thereby incurring any liability to affected bidder or bidders.
