Invitation to Bid for the SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF CENTRAL SUPPLY EQUIPMENT WITH FIT-OUT AND ARCHITECTURAL FINISHES

1. The DAVAO REGIONAL MEDICAL CENTER (DRMC) through the HFEP CY 2021 intends to apply the sum of Twenty Million Pesos Only (PhP20,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract Supply, Delivery, Installation and Commissioning of Central Supply Equipment with Fit-out and Architectural Finishes under IB No. 2021-04-0086. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The DRMC now invites bids for the above Procurement Project. Delivery of the Goods is required in the Section VI - Schedule of Requirements. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

4. Prospective Bidders may obtain further information from the BAC Secretariat, Procurement Section, Davao Regional Medical Center, Apokon, Tagum City and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM Monday to Friday.

5. A complete set of Bidding Documents may be acquired by interested Bidders on April 22 – May 11, 2021 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Thirteen Thousand Pesos (PhP13,000.00) through bank deposit or online transaction at Account name: DAVAO REGIONAL MEDICAL CENTER with the Account number of: 0000-1731-9167 Development Bank of the Philippines (DBP). The Procuring Entity shall allow the bidder to present its proof of payment for the fees by sending a copy through the electronic mail address below.

[NOTE: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be d on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.]

6. The DRMC will hold a Pre-Bid Conference on April 29, 2021; 10:00 AM through video conferencing or webcasting via Zoom Meeting Code or : Zoom Meeting ID: 991 0757 4110_which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat. The date and time of submission of Bids will be on May 11, 2021 9:00-9:30 a.m. at the RDR Hall, Administrative Building, DRMC, Apokon, Tagum City or delivered to the address below on the scheduled date and time of submission. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

8. Bid opening shall be on May 11, 2021, 9:30 a.m. at the RDR Hall, Administrative Building, DRMC, Apokon, Tagum City. Bids will be opened in the presence of the bidders’ representative with the provided to them. Late bids shall not be accepted. All Bids be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Insert such other necessary information deemed relevant by the Procuring Entity such as the use of a back-up data or cloud storage for large files uploaded for online bid submissions.

10. The DAVAO REGIONAL MEDICAL CENTER reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
