The Pag-IBIG Fund TAS-NCR North, through the Y2021 Corporate Operating Budget intends to apply the sum of Nineteen Million Nine Hundred Fifty Thousand Pesos (Php19,950,000.00), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Rental of motor shuttle service vehicles for the use of Pag-IBIG Fund employees at TAS-NCR North, NCR North Branches and COA-NCR North, PR No. 21-03-217. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Pag-IBIG Fund BAC-TAS NCR North, through the Y2021 Corporate Operating Budget intends to apply the sum of [Nineteen Million Nine Hundred Fifty Thousand Pesos (Php19,950,000.00), Rental of motor shuttle service vehicles for the use of Pag-IBIG Fund employees at TAS-NCR North, NCR North Branches and COA-NCR North, PR No. 21-03-217 being the ABC to payments under the contract for each lot/item. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

The Pag-IBIG Fund through the Bids and Awards Committee (BAC) – TAS NCR North now invites bids for the above Procurement Project. Delivery of the Goods is required within [upon the issuance of the Notice to Proceed] as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of [five (5) years] from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

Prospective bidders may obtain further information from the Pag-IBIG Fund BAC Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS).

A complete set of Bidding Documents may be acquired by interested Bidders starting (April 16, 2021) from 9:00 A.M. to 3:00 P.M., from the Pag-IBIG Fund BAC Secretariat at the office address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (Php25,000.00). Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund, provided that the prospective bidder has secured an authorized Payment Order Form at the BAC Secretariat. The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through electronic means.

The Pag-IBIG Fund BAC-TAS NCR North will hold a Pre-Bid Conference on [April 22, 2021 at 9:00 A.M.] at [the 2nd Floor 145 Union Square I Condominium, 15th Avenue, Barangay Socorro, Cubao, Quezon City] and/or through a video conferencing or webcasting via [zoom, application or technology to be used].}, which shall be open to prospective bidders.

Bids must be duly received by the Pag-IBIG Fund BAC Secretariat through manual submission at the 2nd Floor 145 Union Square I Condominium, 15th Avenue, Barangay Socorro, Cubao, Quezon City on or before 9:30 A.M. (PST) of May 4, 2021). Late bids shall not be accepted.

All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14.

Bid opening shall be on [10:00 A.M. (PST) of May 4, 2021] at the 2nd Floor 145 Union Square I Condominium, 15th Avenue, Barangay Socorro, Cubao, Quezon City and/or via zoom application. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

Bid proposals shall be on a One Lot basis. Prospective bidders must submit offer for all items listed in the Schedule of Prices. “NO BID” submitted in any of the items shall mean no bid for the whole lot

The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
