Supply and Delivery of Various Laboratory Supplies, Personal Protective Equipment (PPE), Glassware, and Instrument Consumables for Common Services Laboratory (CSL) – Alabang Testing and Quality Assurance Laboratory (ATQAL)

1. The Food and Drug Administration (FDA), through the General Appropriations Act (GAA) amounting to Eleven Million Seven Hundred Twenty Seven Thousand Seven Hundred Six Pesos and 76/100 (Php 11,727,706.76) and FDA-Special Account in the General Fund (SAGF) amounting to Seven Million Four Hundred Fifty Seven Thousand Six Hundred Fifty Three Pesos and 44/100 (Php 7,457,653.44) for FY 2021 intends to apply the aggregate/total sum of Nineteen Million One Hundred Eighty Five Thousand Three Hundred Sixty Pesos and 20/100 (Php 19,185,360.20) being the Approved Budget for the Contract (ABC) for the payment of the Supply and Delivery of Various Laboratory Supplies, Personal Protective Equipment (PPE), Glassware, and Instrument Consumables for Common Services Laboratory (CSL) – Alabang Testing and Quality Assurance Laboratory (ATQAL) - (ITB No. 2021-0023-ATQAL). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Food and Drug Administration now invites bids for Supply and Delivery of Various Laboratory Supplies, Personal Protective Equipment (PPE), Glassware, and Instrument Consumables for Common Services Laboratory (CSL) – Alabang Testing and Quality Assurance Laboratory (ATQAL). The Delivery of the Goods/Services and completion thereof is required upon receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested bidders may obtain further information from Bids and Awards Committee Secretariat, and inspect the Bidding Documents at the address given below during 8:00AM to 5:00 PM weekdays.

5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five thousand pesos only (Php25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) and the website of the Procuring Entity (www.fda.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Food and Drug Administration will hold a virtual Pre-Bid Conference on 19 April 2021, 1:30PM at via zoom using this : https://zoom.us/j/92863992909?pwd=akJOaGZhN2xVeVdidzZJZzZjM1dVUT09, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before 03 May 2021, 1:00PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be accepted.

Bid opening shall be on 03 May 2021, 1:30PM at FDA-BAC Secretariat Room, Annex Bldg., Food and Drug Administration, Civic Drive, Filinvest Corporate City, Alabang, Muntinlupa City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below.

8. The Food and Drug Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
