INVITATION TO BID FOR THE PROCUREMENT OF SECURITY SERVICES (2021-2022)

1. BAGUIO WATER DISTRICT (BWD), through its Bids and Awards Committee (BAC), intends to apply the sum of SEVENTEEN MILLION ONE HUNDRED NINETY-FIVE THOUSAND EIGHT HUNDRED NINE PESOS AND 61/100 (Php17,195,809.61) being the Approved Budget for the Contract (ABC) for its Procurement of Security Services for 2021 to 2022.

2. The BWD-BAC now invites bids for the security, monitoring, protection of all BWD interests, facilities/properties and employees from all forms of harm, danger, damage, illegal act and the like at various locations within Baguio City and adjoining Municipalities of Tuba and La Trinidad, Benguet. The security services are for a period of one (1) year. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to this undertaking.

3. Bidding shall be conducted through an open competitive bidding procedure using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the Revised IRR of RA No. 9184.

4. Interested Bidders may obtain further information from the BWD-BAC and inspect the Bidding Documents at the address given below during regular office hours (8:00 a.m. to 5:00 p.m.).

A complete set of Bidding Documents may be purchased by interested Bidders at the address below from April 07, 2021 to May 03, 2021 not later than 10:00 a.m. and upon payment of a non-refundable fee for the Bidding Documents in the amount of Php25,000.00.

The Bidding Documents may also be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) and Baguio Water District, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

5. The BWD-BAC shall hold a Pre-Bid Conference on April 21, 2021 at 9:00 a.m. in the morning to be conducted through videoconference using the Zoom Application with Meeting ID: 452 718 8447 and Password: 9Buvqr.

6. Sealed bids shall be delivered to the address below on or before May 03, 2021 at 10:00 a.m. All bids shall be accomplished by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

7. Bid opening shall be on May 03, 2021 at 10:00 a.m. to be conducted through videoconference using the Zoom Application with Meeting ID: 452 718 8447 and Password: 9Buvqr. Bids shall be opened in the presence of the Bidder’s representative/s who choose/s to attend. Late bids shall not be accepted.

8. BWD assumes no responsibility whatsoever to compensate or indemnify Bidders for any expenses incurred in the preparation of their bids.

9. BWD reserves the right to accept or reject any bid, annul the bidding process, and/or reject all bids at any time prior to contract award, without hereby incurring any liability to the affected Bidder/s.
