Request for of Interest for the Procurement of Consultancy Services for the Pre-Feasibility Study of the Proposed Bais-Kabankalan Road (BKR) Junction Checkpoint – Bais-Mabinay Road (BMR) Crossing Saging Diversion Road, Negros Oriental Province.

1. The Department of Public Works and Highways Regional Office No. VII, through GAA FY 2021 and intends to apply the sum of Seventeen Million One Hundred Seventy Seven Thousand Pesos and 01/100 Only (Php 17,177,000.01) being the Approved Budget for the Contract [ABC] for the payment under Contract ID No. 21CSH006 - Consultancy Services for the Pre-Feasibility Study of the Proposed Bais-Kabankalan Road (BKR) Junction Checkpoint – Bais-Mabinay Road (BMR) Crossing Saging Diversion Road, Negros Oriental Province. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposal.

2. The Department of Public Works and Highways, now calls for the submission of eligibility documents for:

1. Project : Consultancy Services for the Pre-Feasibility Study of the Proposed Bais-Kabankalan Road (BKR) Junction Checkpoint – Bais-Mabinay Road (BMR) Crossing Saging Diversion Road, Negros Oriental Province.

3. ives: The Services seek to provide engineering support to the DPWH Regional office VII for the implementation of road improvements in Negros Oriental; to prepare a Multi-Year Investment Program of Feasible Urban Road Projects in Negros Oriental in order to decongest traffic and improve the transport situation; sustain Negros Oriental’s economic growth; and contribute to employment generation; and to build up the pipeline of strategic and other capital projects needed in Negros Oriental, to implement DPWH Department Order No. 089s 2016 and the NEDA-DBM Joint Circular No. 2016-01, January29, 2016.

Interested consultants must submit their Applications for Eligibility and Shortlisting not later than 1:00 p.m. on April 6, 2021 at DPWH Regional Office No. VII, South Road Properties (SRP), Cebu City. Applications for Eligibility will be evaluated d on a non-discretionary “pass/fail” criterion. The eligibility forms are posted to this REOI at www.dpwh.gov.ph.

3. The Terms of Reference (TOR), Request for of Interest (REOI and Eligibility Forms are now available at DPWH and PhilGEPS websites.

4. The BAC shall draw up the short list of Consulting Firms from those who have submitted Eligibility Documents/ of Interest and have been determined as eligible in accordance with the provisions of Republic Act No. 9184 (R.A. No. 9184), otherwise known as the “Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (IRR).

5. The short list shall consist of three (3) prospective bidders who will be end to submit bids. The criteria and rating system for short listing are:

Experience of the firm 50 pts.

Availability of Required Personnel of the Firm 20 pts.

Workload 30pts.

Total 100 pts.

Eligible Bidders must obtain the passing score of eighty (80) points to qualify in the shortlist.

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Revised IRR of R.A. No. 9184.

Bidding is restricted to Filipino Citizens/Sole Proprietorship, Partnerships, or Organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines.

6. Mandatory submission of PhilGEPS Certification of Registration and Membership (Platinum Membership) as Class “A” document will no longer be a requirement in the determination of the eligibility of the prospective bidder, both for consulting services and infrastructure projects per GPPB resolution No. 26-2017, dated July 31, 2017. In lieu of the above, prospective bidders are required for submit all Class “A” eligibility document stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulations (IRR), using the prescribed forms in the Eligibility and Bidding Documents.

7. The Procuring Entity shall evaluate bids using the Quality Cost d Evaluation/Selection (QCBE/QCBS)) procedure. The Technical and Financial Proposals shall have weights of 70% and 30%, respectively. Only bids whose technical proposals pass the minimum technical evaluation score of Eighty percent (80%) shall have their financial proposal opened and evaluated. The criteria and rating system for the evaluation of bids are provided in the Instruction to Bidders.

8. The contract shall be completed within Six (6) months.

7. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
