1. The Margosatubig Regional Hospital, through the funding source of SAA No. 2021-02-0377 dated February 4, 2021 intends to apply the sum of Fourteen Million Pesos Only (Php 14,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT OF MEDICAL WASTE TREATMENT EQUIPMENT (MRH-006-2021). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Margosatubig Regional Hospital now invites bids for the above Procurement Project. Delivery of Goods is required by within 90 calendar days from receipt of Notice to Proceed (NTP). Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

4. Interested bidders may obtain further information from Margosatubig Regional Hospital and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm Mondays to Fridays.

5. A complete set of Bidding Documents may be acquired by interested bidders on April 21, 2021 to May 11, 2021 @ 10:00 AM, from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Only (Php 10,000.00).The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person, and or through electronic means.

6. The Margosatubig Regional Hospital will hold a Pre-Bid Conference on April 29, 2021 at 2:00 PM through videoconferencing/webcasting via ZOOM with ID No. 428 056 3340, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both} on or before May 11, 2021 @ 10:00 AM. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be on May 11, 2021 @ 10:00 AM at the given address below and/or through videoconferencing/webcasting via ZOOM with ID No. 428 056 3340. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. Please use back-up data or cloud storage for large files uploaded for online bid submissions. Properly sealed VIOLET envelope should be addressed to the BAC and should be submitted to the BAC Secretariat at the Procurement Office not later than the date stated in the Invitation to Apply for Eligibility and to Bid.

11. The Margosatubig Regional Hospital reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
