PROVISION OF 3-YEAR JANITORIAL SERVICES

1. The Cultural Center of the Philippines (CCP), through its Corporate Operating Budget of 2021 intends to apply the sum of Thirteen Million Eight Hundred Seventy Six Thousand Five Hundred Fifteen Pesos and 24/100 (Php13,876,515.24) annually, VAT Inclusive, being the Approved Budget for the Contract (ABC) to payments under the contract for the project “Provision of 3-Year Janitorial Services” Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Cultural Center of the Philippines now invites bids for the project “Provision of 3-Year Janitorial Services”. The bidder should have earned at least three (3) years of progressive experience in providing janitorial services to active public facilities such as hotels, government offices, bank and hospitals, etc. The bidder should have at least the same personnel requirement stated in the Terms of Reference (TOR) in other projects or previous contract. The bidder should not have been rated unsatisfactory in any of the previous contracts for janitorial services. The bidder should have been disbursing salaries of personnel thru ATM on a regular basis for at least one (1) year. The bidder should have not been found guilty by any court for violations of the Philippine Labor Code and other social legislation. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organization with at least sixty (60) percent interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to commonwealth Act 138.

4. Interested bidders may obtain further information from the Cultural Center of the Philippines and inspect the Bidding Documents at the address given below every Tuesdays to Fridays 9:00am – 5:00pm.

5. A complete set of Bidding Documents may be purchased by interested Bidders starting March 18, 2021 from the address below and upon payment of a non refundable fee for the Bidding Documents in the amount of Twenty Five Thousand Pesos only (Php25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6. The CCP will hold a Pre-Bid Conference on March 25, 2021, 11:00am at the CCP Boardroom, 3/F Tanghalang Pambansa, CCP Complex, Roxas Boulevard, Pasay City, which shall be open to all prospective bidders.

7. Bids must be delivered to the address below on or before April 8, 2021, 9:00am at the CCP Boardroom, 3/F Tanghalang Pambansa, CCP Complex, Roxas Boulevard, Pasay City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.

Bid opening shall be on April 8, 2021, 9:00am, at the CCP Boardroom 3/F Tanghalang Pambansa, CCP Complex, Roxas Boulevard, Pasay City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address stated herein. Late bids shall not be accepted.

8. The Cultural Center of the Philippines reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

9. Each bidder shall submit One (1) original copy and Three (3) copies of the first and second components of its bid, properly labeled with tab, and One (1) password protected electronic copy in PDF format in USB
