Scope of Works/ives : The ives of the project:

a. Produce an in-depth socio-economic profile of the study area, integrating among others the data population growth, spatial distribution, land use patterns and urban structures, and economic activities;

b. Determine the Annual Average Daily Traffic (AADT) in major and adjoining road sections relevant to the project influence area, and assess the existing and future conditions of the relevant road network d on capacity and safety measurements such as Level of Service and other network performance parameters or factors;

c. Establish trip patterns d on zones and/or existing and future land use in the study area and identify volume distribution in major and adjoining road sections during peak and non-peak hours;

d. Establish Traffic Growth Rates (TGR) d on ecological factors such as population distribution, average income per family and product consumption per capita of the road influence area;

e. Determine the soil profile at the project site as basis for the design;

f. Identify possible geological and geotechnical hazards and recommend structural and non-structural measures to reduce the effects of these hazards;

g. Produce a complete plan and profile of the project site that compliments the existing terrain;

h. Determine the possible significant impacts of the project to the environment and provide appropriate mitigating measures to address these impacts;

i. Identify the potential project affected persons/families with the estimated cost for right-of-way acquisition and proposed tible;

j. Ensure that the proposed projects at planning, implementation and maintenance and evaluation stages are gender-responsive; and

k. Estimate the quantities and cost of each component of the project.

Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

Prospective bidders must submit their Eligibility Documents on or before 10:00 AM on April 14, 2021 at the Bids and Awards Committee Office, DPWH-Batangas III District Engineering Office, J. Gonzales St., Barangay 4, Tanauan City.

Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion.

The Terms of Reference (TOR), Request for of Interest (REI), and Eligibility Forms are now available at DPWH and PhilGEPS websites.

Bidding Documents are now available at the DPWH and PhilGEPS websites until the deadline for the submission and receipt of technical and financial proposals.

The BAC shall draw up the short list of eligible bidders from those who have submitted s of Interest and Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act,” and its 2016 Revised Implementing Rules and Regulations (IRR).

The short list shall consist of five (5) eligible bidders who will be end to submit bids. The criteria and rating system for short listing are:

Experience of the Firm - 50 pts.

Availability of the Required Personnel of the Firm - 20 pts.

Workload - 30 pts.

Total - 100 pts.

The DPWH-Batangas III District Engineering Office, Tanauan City will hold a Pre-Bid Conference on April 21, 2021, 10:00 AM at the above-stated address, open only to short listed bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or persons/entities forming themselves into a joint venture. Filipino ownership or interest in the joint venture concerned shall be at least sixty percent (60%).

The cost of bid proposal is Php25,000.00.

The procurement and employment of Corporation(s) as consultant(s) for this project is not allowed.

Bids must be delivered to the above-stated address on or before May 4, 2021, 9:00 AM. The Procuring Entity shall evaluate bids using the Quality-Cost d Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty-five percent (35%), respectively. Shortlisted bidders whose technical proposal pass the minimum technical score of seventy-five (75%) shall be invited for the opening of financial proposal and negotiation. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders.

Bidders are prohibited from making or accepting any communication with Members of the BAC, its staff and personnel, Secretariat, Technical Working Group (TWG) and/or observers, regarding matters connected to their bids from submission and receipt of bids until the approval by the Head of Procuring Entity (HOPE) of the ranking of bidders per Section 33.1 of 2016 Revised IRR of RA 9184. However, the BAC, through its Secretariat, may ask in writing the bidder for a clarification of its bid. All responses to requests for clarification shall be in writing.

If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(II)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the DPWH-Batangas III District Engineering Office, Tanauan City shall disqualify the contractor from the award without any right to reimburse fees and incidental costs paid for the procurement of consultancy contract subject of the Bid.

The DPWH-Batangas III District Engineering Office, Tanauan City reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

The DPWH-Batangas III District Engineering Office, Tanauan City likewise assumes no obligation whatsoever to compensate or indemnify any bidder or winning bidders, as the case may be, for any expenses or losses that the said party/s may incur in its participation in the pre-bidding and bidding process nor does it guarantee that an award will be made.
