The DPWH Masbate 1st District Engineering Office, San Fernando, Masbate, through the (Funds for Release) intends to apply the sum of Thirteen Million Four Hundred Ninety One Thousand One Hundred Pesos (Php 13,491,100.00) being the approved budget for the contract (ABC) for 21CSFM0001 - Consulting Services for Parcellary Survey of National Roads and Bridges, Ticao Island and Burias Island, Masbate. Bids received in excess of the ABC shall be declared non-complying in the opening of the financial proposals.

The Procuring Entity through the Bids and Awards and Committee (BAC) now calls for the submission of eligibility documents for the above stated projects. Interested consultant must submit their eligibility documents not later than 10:00 A.M. on May 17, 2021 at the BAC Office, DPWH Masbate 1st District Engineering Office, San Fernando, Masbate. Application for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion. The eligibility forms will be available at www.dpwh.go.ph.

The BAC shall draw up the short list of consultants from those who have submitted Eligibility documents/ of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (IRR) on May 18, 2021. The short list shall consist of three(3) prospective bidders/consultants who will be end to submit bids/proposals upon the Issuance of Notice to Eligibility and Short Listed Consultant on May 25, 2021 until 10:00 a.m. and technical/financial proposal received will be opened on same day, May 25, 2021, 2:00 p.m. at the BAC office, DPWH Masbate 1st DEO, San Fernando, Masbate. The criteria and rating system for short listings are:

Experience of Firm (35 points);

Qualification of Principals and Key Personnel of the Firm (40 points); and

Job Capacity (25 points), for a total of 100 points.

Pre-Bid Conference will be held at the BAC Office, DPWH Masbate 1st District Engineering Office, San Fernando, Masbate on May 19, 2021 at 10:00 a.m. which shall be open only to all Short Listed Consultants/Bidders.

Bidding will be conducted through open competitive bidding procedures for the procurement of Consulting Services using non-discretionary pass/fail criterion as specified in the Revised IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belongings to citizens of the Philippines.

The BAC shall conduct Evaluation of Consultants’ Bids/Proposals using the Quality-Cost d Evaluation (QCBE): Passing Technical Scores and Quality-Cost Weights procedure. Only bids whose technical proposals pass the minimum technical evaluation score of seventy five percent (75%) shall have their financial proposals opened and evaluated. The technical proposal shall carry sixty five percent (65%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders (ITB).

The contract shall be completed within two hundred forty (240) calendar days, respectively, (Including Mobilization/Demobilization/Laboratory Works and office preparation of data).

The DPWH Masbate 1st District Engineering Office, San Fernando, Masbate reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to contract award, without thereby incurring any liability or obligation to the affected bidder/consultant.
