① are classified as Grade A, B or C "offer of services" (Information processing or software development) in terms of the qualifications for participating in tenders by Ministry of the Environment (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 :

② not come under Article 5 of Detailed Rules concerning the Contract for NIES. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause :

③ not come under Article 6 of Detailed Rules concerning the Contract for NIES :

④ are a medium and small sized company with technical capabilities who can either prove their record of production achievements of equivalent or higher specification with respect to the proposed tender or granted of a specific subsidy from Small Business Innovation Research (SBIR) or equivalent subsidies : however, provided that any medium and small sized company who can prove technical capabilities with respect to the competitive product production may participate in the tender although ranked lower than indicated above in ① :

⑤ are not being suspended from transactions by the request of the officials in charge of contract :

⑥ pledge to excluding crime syndicates and other illegal organization defined in the bid manual :

⑦ acquire the electric certificate in case of using the electric bidding system
