⑹ Language and currency which tender shall use in tendering procedures : Japanese and Japanese currency.

⑺ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③ Have Grade A or B in "Sale" in terms of the qualification for participating in tenders by Organizations in the Tohoku area related to Ministry of Internal Affairs and Communications (Single qualification for every ministry and agency) in the fiscal years 2022, 2021 and 2023.

④ Have registration of retail electricity business in accordance with Article 2-2, Section 1 of the Electricity Utilities Industry Law

⑤ Carbon dioxide emission factor, utilization of unused energy, introduction of renewable energy, transfer of green power certificate, efforts to provide information on energy conservation and power savings to customers and disclosure of information of power supply configurations and carbon dioxide emission factor, and bid in compliance be shown in the tender documentation.
